Frances B. Tooley, 77 years died peacefully on March 14, 2023, at her home in Owensboro. She was born in Whitesville, Kentucky, June 25, 1945, to the late Paul JD Logsdon and Regina Underwood Logsdon. She graduated from Owensboro Catholic High School in 1963.
Bern was a lifelong member of the Catholic faith and member of St. Stephen Cathedral.
Bern proudly served her community at Mercy Hospital from August 16, 1971, and retired July 27, 2007. In 1995, the 2 hospital organizations both merged where she retired in 2007.
Bern enjoyed sewing, decorating the event tables at St. Stephen, spending time with her family, grandchildren, traveling, and going to the casinos.
Bernice is preceded in death of her spouse, David B. Tooley, of 25 years, her parents, Paul JD Logsdon and Regina Underwood Logsdon, and her brother, Billy J. Logsdon.
She is survived by her children, Deidra Ann Mills and her husband Phillip Mills of Whitesville, and John Damion Monarch and his wife Vikki Monarch of Bowling Green and her siblings, Mary Elizabeth Hill of Whitesville, Sharon Carmon of Philpot, Don and Linda Logsdon of Philpot, Loretta and Ben Hendrix of Owensboro, Kathy and Lynn Ebelhar of Owensboro.
Bern had 7 grandchildren, Ashley Monarch of Owensboro, Chrissy Monarch of Moseleyville, Danielle Mills of Knottsville, Amber Pedigo of Bowling Green, Blake Monarch of Franklin, Luke Monarch of Bowling Green, and Colby Monarch of Bowling Green. She has five great grandchildren.
Visitation will be from 3:00 pm to 7:00 pm on Friday, March 17, 2023, at Haley McGinnis Funeral Home & Crematory, with Prayers being said at 6:30 pm at the funeral home and again on Saturday, March 18, 2023 from 9:00 am to 10:00 am at the funeral home. Funeral Mass will be 10:30 am on Saturday, March 18, 2023, at St. Stephen Cathedral. Burial to follow in Resurrection Cemetery.

  1. We want to extend our deepest sympathy to the family. We loved Bern . She was our neighbor, but much more than that – she and David became dear friends and stood up with us when we married. She also took care of our fur babies when we would travel. They loved her too – if we found one missing we would find them at her house 😁. We are saddened, but know that she is at peace now with David. May God surround the family and comfort them.

  2. Frances was a very special lady. I met her when she came into my work with her late husband and after his passing. She would always ask about my family and how I was doing. I am so sorry to hear of her passing. I won’t forget her kindness. Our love and prayers go out to the family.

  5. I have known Bern for so long. Loved her smile and laugh. She and I worked so many years at Mercy Hospital. We shared secrets, stories, laughed and cried many times together. I remember when her kids were born. I went to school with her sister, Sharon, so I feel that Bern and I have a long history. May she rest in peace and God comfort her loving family.

  6. Bern has been our neighbor for over 28 years. She and David were part of our lives before we had our two sons whom they welcomed with open arms and watched grow up. We have shared music, food, and long conversations. Bern always helped when we needed her sewing talents, even with only a moments notice. We will deeply miss her. We extend our deepest sympathies to her family. May she rest in peace beside David.

  8. We knew Bern as a fellow parishioner from St Stephen Cathedral. Her talent and ability in taking on a challenging original table covering role was incredible to watch. Covers for special holidays, UK basketball games, and unique events all seemed to be a breeze with Bern and her unique ability to raise the atmosphere and surroundings with her efforts. A truly dedicated and innovative individual that will be sorely missed by all…prayers for her family and friends.
